Dear friends and families,

On behalf of Hmong 18 Council, Inc., I appreciate you being a part of our community, family, and daily life. I invite you to join us on our annual fundraising and share an exciting opportunity with you to give back to our community. Your support is a cornerstone of our work in building a safer community, empowering families and youths, and developing leaders through our 2021 “We Stand Together” giving campaign would help us further our service to the Hmong community together.

Our community recently hits with the rising in discrimination, racism, and violence against people of Asian descent from within our community and across the country that has our community members worried about their safety and loved ones. Discrimination and racism are nothing new, but the Asian community is currently facing an unprecedented rising number of hate crimes against our people. The latest was the 8 People Killed in Atlanta-Area Massage Parlor Shootings, With Fears of Anti-Asian Bias.

In addition to the rising in discrimination, racism, and violence against people of Asian in the last few years, the Trump Administration’s negotiation with the Lao People’s Democratic Republic in 2020 to tearing our community’s family apart, and our community face the death wave of an epidemic outbreak of coronavirus and eventually turned into a pandemic known as the COVID-19 and still killing members of our community and their loved one.

These are just a few highlights of the works taken by our organization every day to serve and protect our Hmong community in Minnesota. We’re continuing to work every day to build a better community for members of our community. We’re also working to resolve cultural conflicts and to increase community resources for members of our community.

But, we can’t do it without your help. Therefore, please consider supporting our mission with your gift and generosity today! Your generous support will help us better serve and protect our Hmong community in Minnesota in response to future crises.

H18C depends on our community’s investment, which has a stronger voice for our Hmong families to address our needs and concerns and how best to receive a positive outcome for everybody. Over the last decade and so, we have received funds from donors like you and various fundraising events to sustain our organization today. Our 2021 fundraising campaign goal is to raise $60,000 by April 30, 2021. With your generosity, we hope to further our financial support to obtain at least 2 FTEs within H18C and continue providing scholarships for Hmong high school seniors who look forward to their higher education endeavors.

These are not just short-term but long-term commitments to continue our work. While we are proud of our accomplishments these last 24 years, we acknowledge there is much work still to be done. To our Hmong Community

The murders of Bao Yang, Lily Mai Rue Vang, and True Cindy Vang have caused an aching in the heart of our community. We send our deepest condolences to the surviving families of these atrocious crimes. We understand that there is much work needed to be done in the education of domestic violence in our community.

Domestic violence has traditionally been a discrete issue in the Hmong community where the recipients mediate through kwv tij and neej tsa. To our Hmong families, please seek out resources that will help and aid in the healing of families, one’s mental health, relationships, and even possibly, the saving of a life. To our community members in an abusive situation, there is never an excuse for violence or harm onto your body, safety or well-being. It is always a crime to cause harm onto any person’s body. Please do not hesitate in seeking help from us at the18 Clan Council, law enforcement, safety shelters, and other resources.

Murder-suicide is an issue that needs to be addressed in our community. We identify that a majority of murder-suicides are caused by our Hmong men.  This sort of behavior is not tolerated in our community.

To the families, leaders, men and women in our community, it is imperative to support and ensure the safety of domestic violence victims. Do not believe that an abuser would never hurt their loved ones. Support any mother, sister, aunt, daughter, father, uncle, and son who is showing any signs of abuse. Do this by condemning abusers’ actions and getting them the help they need.

As leaders in the Hmong community, we are continually promoting the

eradication of violence within our community. There is no place for domestic violence in our communities. In the following days, we intend to discuss and hold safe spaces for solutions to avoid and prevent instances like this from happening in the future.

CONDEMNS DOMESTIC VIOLENCE

Hmong 18 Council, Inc. (H18C) in Minnesota condemns domestic violence in all forms.


Domestic violence, whether exposed publicly for all to see or concealed behind closed doors, is destructive and leave behind wounds that thwarts the social, emotional, psychological, and cognitive progression of our community and its members. For H18C, whose calling is to unite the voice of the community by sharing and planning for its prosperity, we are adamant in our position and values that there can be no place in our community for domestic violence. We are mindful of the structural and cultural inequities within our community. In efforts to bring attention to these and other gender inequities, we established a Gender Equity Taskforce last year to begin the hard work of trying to find ways to address them.

Everyone should have a right to a safe space and home. We call on all community members to be more responsible in their actions, to help stop the violence, and to dialogue with us on how equity might look like in our community- intertwining Hmong traditional values and practices while also providing opportunities for all community members to contribute and prosper.

Likewise, in bringing unity and prosperity to our community, the H18C encourages all community members to be mindful on specific incidents of alleged domestic violence. We encourage everyone to always be respectful and kind to one another.


The Hmong 18 Council was established in 1997 after a distraught Hmong mother took the lives of her six children. Hmong community leaders representing 18 clans came together to assure that the Hmong population would have the knowledge of and access to medical, social service and judicial resources in order to avert another tragedy. The Council focuses on
prevention and attempts to resolve conflicts through mediation to avert a crisis.

Who should get tested?
You should get tested if you have COVID-19 symptoms or if you think you’ve been in close contact with someone who tested positive for COVID-19.
Being close generally means being less than 6 feet from someone with COVID-19 for 15 minutes or more throughout a 24-hour period. However, even shorter times and longer distances can spread the virus.

How much does it cost to get tested for COVID-19
COVID-19 testing is no-cost in Minnesota for everyone who lives in the state.
How can I get tested for COVID-19? Minnesota Department of Health community testing MDH community testing is free, open to everyone (whether you have symptoms or not), and you don’t need insurance. The testing options are:
• Nasal swab tests at COVID-19 Community Testing Events
• Saliva tests at COVID-19 Community Saliva Testing Sites
• At-home saliva testing through the COVID-19 Test at Home program

Hennepin County community testing
Hennepin County community testing is free, open to everyone (whether you have symptoms or not), and you
don’t need insurance. Find a Hennepin County community testing event.


Health clinic or hospital
Talk to your doctor or other health care provider about getting tested at your health clinic or hospital.

How can I order an at-home saliva test in another language?
The COVID-19 test at home website is available in Spanish, Somali, Vietnamese and Hmong.


I was charged for my COVID-19 test. What can I do?
If you have health insurance and get charged by your health insurer for a doctor-ordered COVID test, call the
Commerce Department’s Consumer Services Center at 651-539-1600 between 8 a.m. and 4:30 p.m., Monday
through Friday.


If you have health insurance and get charged by your health provider for a doctor-ordered COVID test, call your health insurance company to seek reimbursement. If you do not have health insurance and you get charged for a COVID test, submit feedback online.

Can you get deported for going to a testing event?
No. You will not get deported for going to a testing event.

Are COVID-19 testing events safe? Do COVID-19 testing events spread COVID-19?
Many steps are taken to lower your risk at COVID-19 testing events. For example:
• Testing staff wear personal protective equipment
• Participants must wear a mask. You will receive a free mask, if you don’t have one.
• Participants are asked to physically distance while waiting in line or getting tested.

Testing events don’t create new cases. They just tell us how much disease is actually out there.

Minnesota has increased its number of testing events and is testing more than ever. But more testing is not the only reason we’re seeing more cases.
If we were seeing more cases only because of more testing, the test positivity rate and the rate of increased testing would be growing at the same pace. Instead, new cases are growing faster than testing.

Testing is important for identifying positive cases so people can take steps to stay home and prevent spread.

There is widespread community spread across all parts of Hennepin County. Risk is not isolated to a specific event or location. Instead everyone is currently at risk, and risk is highest in situations where people don’t wear
masks and don’t stay six feet away from each other.

If I had a positive COVID-19 test will I still need to get vaccinated?
Yes, people who had COVID-19 will still need to get vaccinated. This is because COVID-19 is a new disease, so:
• We do not know how long a person cannot get sick again after they already were sick with COVID-19
(how long they are immune).
• We do not know if being infected before will make the next infection better or worse.
• We do not know if a person who was sick before, and then has contact with COVID-19 again, will be
able to pass the virus to others again.
